TASB Risk Management Fund Earns 11th Consecutive High-Tier Performer Designation
The TASB Risk Management Fund (Fund) announced that its Workers’ Compensation program earned the “High-Tier Performer” designation in the Texas Department of Insurance, Division of Workers’ Compensation (DWC) 2026 Performance Based Oversight (PBO) assessment. This marks the Fund’s 11th consecutive High-Tier Performer designation.
“This achievement reflects the Fund’s commitment to providing high-quality service and meeting members’ evolving needs,” said TASB Risk Management Services Claims Officer Hiawatha Franks. “Every day, we help teachers, administrators, and support staff receive timely, quality medical care, recover, and return to their teams. It is critical work that supports a consistent learning environment for students.”
PBO is a biennial assessment where the DWC evaluates workers’ compensation coverage providers for compliance with Texas Labor Code Section 402.075. The purpose is to set performance expectations, reward excellence, and encourage continuous improvement.
For the 2026 assessment, the DWC evaluated coverage providers on timeliness of benefit payments, medical bill processing, and reporting of medical and indemnity payment data to the DWC.
Based on performance, the DWC placed coverage providers into high, average, or poor regulatory tiers. Achieving this designation requires a minimum score of 95%, and the Fund's score was 97%. In the recently released 2026 PBO audit, only 40% of the audited claims administrators achieved the “High-Tier Performer” designation.
High performers are highlighted on the DWC website and recognized with a signed certificate from the commissioner of insurance.
“The High-Tier Performer designation requires a collective commitment across the Fund to deliver trustworthy, high-quality service,” said Franks. “That commitment helps Fund members access responsive claims service and support when employees are injured on the job.”
About the TASB Risk Management Fund
The Fund is Texas’ largest provider of risk management services to educational entities, but it is not an insurance company. The Fund is a self-insured, not-for-profit risk pool of more than 1,000 Texas public education organizations collaborating to share risk, protect their resources, and succeed together. The Fund’s mission speaks volumes about the Fund’s unique role in the Texas public education system.
