TASB Risk Management Fund Announces New Leadership Appointments
Austin - The Texas Association of School Boards (TASB) Risk Management Fund has announced leadership appointments to its Board of Trustees. The Board, composed of experienced school leaders from across the state, is essential in directing the Fund’s strategies and ensuring the Fund delivers its mission of providing comprehensive risk management solutions to Texas public schools. The newly appointed officers will drive these efforts.
The new leadership appointments include:
Anthony Hill, a member of the Coppell ISD Board of Trustees, has been elected Chair of the TASB Risk Management Fund Board. Hill has served on the Fund Board since 2014, including a seven-year tenure as the Claims Committee Chair, from 2018 to 2025, and Vice Chair of the Fund Board in 2024. In addition to his experience on the Fund Board, Hill brings extensive service experience from leadership roles with Coppell ISD as board president and vice president, as well as with the North Texas Area Association of School Boards. Coppell ISD participates in each of the Fund’s programs and has been a member since its establishment in 1974.
Sylvia De La Garza, a member of the Plainview ISD Board of Trustees, has been elected Vice Chair of the TASB Risk Management Fund Board. De La Garza has served on the Fund Board for six years, joining in 2019. She has served on Plainview ISD’s Board of Trustees since 2008, previously holding the positions of vice president and president. De La Garza earned the designation of Master Trustee in 2025. Plainview ISD participates in all of the Fund’s programs.
Paul McLarty, Chief Business and Support Services Officer at New Braunfels ISD, has been elected Treasurer of the TASB Risk Management Fund Board. McLarty, who has over 24 years of experience in public education school district finance and operations, has served on the Fund Board for seven years across two separate appointments—first from 2017 to 2022, and again beginning in 2023. McLarty served as Vice Chair of the Fund’s Audit and Finance Committee for three years and is a member of the Texas Association of School Business Officials. New Braunfels ISD participates in five out of the Fund’s six programs and has been a member since 1979.
The Fund Board Officers will serve from December 1, 2025, through November 30, 2026. The new appointments underscore the Fund’s continued commitment to providing exceptional service and value to its more than 1,000 members.
