Every security tool is only one part of a larger system. Its value depends on the problem it is intended to address, the people responsible for using it, the procedures an alert sets in motion, and the district’s ability to maintain and test it. A device may perform well under ideal conditions and still provide little benefit if staff members do not understand it, alerts are not monitored, communications fail, or no one has decided what should happen next.
