Troxell, superintendent of Kerrville ISD, was appointed to the Risk Management Fund Board in January 2005. He is active in the Kerrville Economic Development Foundation, the Kerrville Chamber of Commerce, the Texas Association of School Administrators Legislative Committee and Kerrville Noon Rotary. Troxell earned his bachelor's degree with honors from the University of Texas at Austin, master's degree at Texas State University, and doctorate at University of Texas at Austin.
