Districts of Innovation – Part I

In 2015, the Texas Legislature gave school districts a historic opportunity to regain local control by becoming a district of innovation. Traditional school districts can now achieve most of the flexibilities allowed by state law to an open enrollment charter school. To access these exemptions from state law, a district must develop an innovation plan, as set forth in Chapter 12A of the Texas Education Code, and Texas Education Agency (TEA) rules. Many districts have approved an innovation plan or are in the process of plan development. Wherever your district is in the process, you may have questions about the whys, whats, and what-ifs of innovation.
