Our loss prevention consultants are regionally based; their territories mainly follow the lines between education service centers, though sometimes encompass more or less area to balance work load and increase response times.
Edwin W. Thompson
Division Director of Loss Prevention Services

Edwin joined the Texas Association of School Boards (TASB) as Director of Loss Prevention Services in October 1997. He is responsible for planning, organizing, and directing safety/health and loss prevention programs to obtain injury and exposure reduction objectives for Property and Liability and Workers’ Compensation program participants. His experience in safety and health programs relating to reducing workers’ compensation injuries in the workplace began in 1988. He was selected as the first Workers Health and Safety Divisions Operations Officer for the Texas Workers’ Compensation Commission in 1992. He has thirty years experience in managing and directing regulatory programs at the state and federal level and is a graduate of the Governor’s Center for Management Development, Senior Management Development Program. He is a certified Occupational Health and Safety Technologist (OHST).

Clemente (Clem) Zabalza
Assistant Director of Loss Prevention Services

Clemente (Clem) joined TASB Risk Management Services as a Senior Loss Prevention Consultant in February 1998. He is currently the Assistant Director of Loss Prevention Services and is located in Austin, Texas. Mr. Zabalza is responsible for assisting the director of loss prevention services with the day-to-day operation of the division, and providing loss prevention services to Property and Liability and Workers' Compensation members located in ESC Region 13. Clem began his accident prevention and loss prevention career in 1993. He completed an intensive loss prevention consultant training program with a workers' compensation carrier and worked with public and private employers in Texas. Clem is certified as an Occupational Health and Safety Technologist (OHST) and is also responsible for servicing members' bilingual loss prevention needs statewide.
Clem earned a BBA from St. Edward's University in Austin, Texas, with a major in Marketing and Finance, and a Masters of Science in Occupational Safety from East Carolina University in Greenville, North Carolina. If you would like to contact Clem, you can call him at 800.482.7276, ext. 4325.
Catherine Toohey
Senior Emergency Management & Security Consultant

Catherine Toohey is our Senior Emergency Management and School Security Consultant for Loss Prevention Services and comes to TASB with the experience and knowledge to help our members grapple with the difficult issues of campus security and emergency management planning.
Catherine earned her Bachelor of Arts in education from the University of Northern Iowa and her M.Ed. in Educational Administration from Texas State University. She spent over two years as a School Safety Specialist with the Texas School Safety Center (TXSSC) at Texas State University and was instrumental in developing the School Safety and Security Audit Toolkit. Before joining the TXSSC, Catherine was a teacher for 10 years and a campus administrator for 8 years in the central Texas area.
