Clemente (Clem) Zabalza
Division Director of Loss Prevention Services

Clem Zabalza joined TASB Risk Management Services as a Senior Loss Prevention Consultant in February 1998. He became the Division Director of Loss Prevention Services in September 2010. Mr. Zabalza is located in Austin, Texas and is responsible for planning, organizing, and directing safety/health and loss prevention programs to meet injury and exposure reduction objectives for Property and Liability and Workers’ Compensation program participants. Clem began his accident prevention and loss prevention career in 1993. He completed an intensive loss prevention consultant training program with a workers' compensation carrier and worked with public and private employers in Texas. Clem is certified as an Occupational Health and Safety Technologist (OHST) and will occasionally assist with members' bilingual loss prevention needs.
Clem earned a BBA from St. Edward's University in Austin, Texas, with a major in Marketing and Finance, and a Masters of Science in Occupational Safety from East Carolina University in Greenville, North Carolina. If you would like to contact Clem, you can call him at 800.482.7276, ext. 4325.
Shevis Moore
Assistant Director of Loss Prevention Services

Shevis Moore joined the TASB Risk Management Services team in September 2010 as the Assistant Director of Loss Prevention Services. He is responsible for assisting the director of loss prevention services with the day-to-day operation of the division, and providing loss prevention services to Property and Liability and Workers' Compensation members located in ESC Region 13. Shevis began his career in Occupational Safety and Health in 1999 after completing a management professional development program for one of the world’s leading semiconductor equipment manufacturers. Shevis has worked in private industry developing and managing occupational safety and emergency management programs. He has successfully developed, implemented, and managed an emergency management program in one of the fastest growing school districts in Central Texas, and served as their safety officer as well. Shevis has provided training for school-based emergency management at seminars and conferences throughout Texas including the Governor's Division of Emergency Management Texas Homeland Security Conference.
Shevis is a graduate of Texas A&M University in College Station, Texas. He received his Bachelor of Science Degree in Industrial Engineering with a Systems Safety Specialty certification. In 2010 he was selected to serve as a member of the Bastrop County All Hazards Emergency Management Team. He is also an active member of the American Society of Safety Engineers (ASSE). Catherine Toohey
Senior Emergency Management & Security Consultant

Catherine Toohey is our Senior Emergency Management and School Security Consultant for Loss Prevention Services and comes to TASB with the experience and knowledge to help our members grapple with the difficult issues of campus security and emergency management planning.
Catherine earned her Bachelor of Arts in education from the University of Northern Iowa and her M.Ed. in Educational Administration from Texas State University. She spent over two years as a School Safety Specialist with the Texas School Safety Center (TXSSC) at Texas State University and was instrumental in developing the School Safety and Security Audit Toolkit. Before joining the TXSSC, Catherine was a teacher for 10 years and a campus administrator for 8 years in the central Texas area.
